Adds a new entry in the `Common YouTube Errors` section dealing with a temporary ban caused by YouTube rate limit / API violations.

Common YouTube Errorssection of this Wiki page dealing a temporary CDN / playback ban caused by YouTube rate limit / API violations.It provides a description of the error, an explanation of the causes, some limited mention of potential mitigations, and preventative measures in line with yt-dlp best practices.
This is a result of significant research on my part (definitely not after being subjected to said ban..), as well as conferring with several yt-dlp experts.
