Add rubies 3.4 and 4.0.
Add docker + compose for easy testing environment.
Add Makefile for easy orchestration of tests locally - reflecting CI.
As this is based of #684, only commit ebfd7b8 is relevant.
If maintainers are interested I can clean it up and prepare for merging, especially
gem 'ostruct'probably needs moving to gemspec and lib/mobility.rb ... but that's easy peasy ;)
