What this PR does / why we need it:

This is required to resolve the 2 major errors

• Failed to regenerate ASG cache: MissingRegion: could not find region configuration.
• Failed to regenerate ASG cache: NoCredentialProviders: no valid providers in chain.

The proposed changes will solve #7389
