Require Jenkins 2.479.3 and Jakarta EE 9

Jenkins 2.479.3 provides Jakarta EE 9, Eclipse Jetty 12, Spring Security 6, and Java 17.

• Update plugin pom and baseline
• Replace JSR-305 annotations with spotbugs annotations
• Use Java 17 features (some are blocked by the fmt-maven-plugin)
• Remove deprecations
• Cleanup dependencies
• Use wiremock over mockserver (required as mockserver pulls banned dependencies)

mvn clean verify

I did not update the Jenkinsfile as I simply can not tell what the current one does and if it is needed.
