While there's an ongoing discussion about whether this control even is supposed to apply to this repo, the specific PR template additions being proposed are also incorrectly designed for this kind of repo. We had a discussion going on with the team proposing this change in another OSS repo (ref hashicorp/yamux#152) and yet we still pushed forward on this. Blocking this PR until that's resolved.
