Thanks @pdillinger I've asked @adamretter to update the S3 as I don't have those permissions

Update static build compression libraries
78bc0ec 
ZLIB remains the same
BZIP2 remains the same
SNAPPY 1.2.2 is a minor update
LZ4 1.10.0  is a significant update with multithreaded/multicore compression https://github.com/lz4/lz4/releases/tag/v1.10.0
ZSTD 1.5.7 is a significant update RocksDB is called out as benefiting in particular from performance improvements in this version https://github.com/facebook/zstd/releases/tag/v1.5.7
