Description of the Change
This PR adds an advanced setting which allows opening the effect queue monitor window on app startup

Ensured by default, Effect Queue Monitor does not open on startup
Ensured after enabling the setting, Effect Queue Monitor opens on startup
Ensured after disabling the setting, Effect Queue Monitor does not open on startup
