Various feature enhancements including ID3 metadata parsing when uploading MP3s, selecting 'metadata' as the title/description of an inserted media object, and spam reduction measures.

This release is under the 2.1 release, which updated CodeIgniter, which requires special care when updating Scalar from versions before 2.1. See UPDATE.txt for more information. If you are installing Scalar from scratch, you can ignore this.
