Install virtual environment for Python:

pip install virtualenv

Create your environment and access into virtual environment:

python -m venv [Your_Folder_Name]
[Your_Folder_Name]\Scripts\activate.bat

Install library from requirement file:

pip install -r requirement.txt

Done !!!
