Add reduced output usermod for dev simulations

Add usermod dir containing reduced output configs for every component:

• CLM
• CAM
• BLOM

Example for creating new case :

$SRCROOT/create_newcase --case $CASDIR --compset N1850fates-sp  --res ne30pg3_tn14  --run-unsupported --machine betzy --project $PROJECt --walltime 00:32:00 --user-mods-dir $CRSCROOT/cime_config/usermods_dirs/reduced_out_devsim/

@mvdebolskiy - what is the best way to add to the usermods now? We have a suggestion from @JorgSchwinger in a BLOM PR: https://github.com/NorESMhub/BLOM/pull/498/files
Could we just add that file to the reduced_output_devsim(?) folder? Should it be named user_nl_blom to be picked up by the system?

Tomas, cime_config/usermods_dirs/reduced_out_devsim/include_user_mods is a file where you list OTHER usermods to be included within the current one. I've commented in the blom PR what you need to do. By doing this you will have reduced output BOTH in stand-alone and coupled checkouts. If you want, you can check how this works in the cime case creation code.

I will add all these changes in the new tag.

Some of the CAM output that can be removed for spin-up is not yet controlled by namelist. It can probably be defined as a bug although it never impacted the results.
The work on doing so is ongoing.

@mvdebolskiy - This has prompted a rather lengthy discussion in the BLOM/iHAMOCC community. The solution we have agreed on is to include options in the BLOM namlist definition file that can be invoked through an xmlchange command. We will then introduce the changes through the shell_commands file.

I suggest to include this PR for noresm3_0_alpha03 so that we at least have reduced output for CTSM and BLOM. Please update if something is available for CAM and/or CICE, otherwise I suggest we make separate issues for reduced output for these components.
