On startup all previous tabs remain open

• I have checked that this issue can be reproduced once I removed all my Mods and Custom CSS.

What happened?

In my Settings I have "Open previous windows and tabs" and "Continue where you left off" unchecked so that when I open Zen after I've closed all windows I start from a new tab with only pinned tabs remaining from my last session. When I click on Zen in the dock after I've closed all windows my tabs that I finished my last session with reload instead of starting from a blank slate.

Expected behavior

On startup I want Zen to open a new window and not resume where I left off

Actual behavior

All tabs from the last window I closed appear in the new browser window on startup

Steps to reproduce

1. Uncheck "Open previous windows and tabs" and "Continue where you left off" settings in the "General" tab
2. Close all browser windows
3. Re-open Zen

This same issue has been happening to me for the past few days, and has happened before as well. On Windows.

@mr-cheffy I cannot. Disabling those settings only keeps the pins and essentials, as it should.
