Stripe Payment Element iFrame Performance Issues #9868

- I have checked that this issue cannot be reproduced on Mozilla Firefox.
- I have checked that this issue can be reproduced once I removed all my Mods and Custom CSS.
What happened?
When loading a Stripe Payment Element (which is loaded inside an iFrame), the performance of said Payment Element is quite degraded.
Freezes up, and sometimes won't even load at all.
I've tested this on Chrome, Firefox and Zen.
Only Zen presents this issue.
Expected behavior
Payment Element should load properly.
Actual behavior
Payment Element will sometimes load, but will always freeze up when being interacted with.
Steps to reproduce
- Access a page which implements a Stripe Payment Element.
- Attempt to use Payment Element normally.

It's worth noting that adding these Domains to the Enhanced Tracking Protection Exceptions yields the same results.
