CLI no longer exits if gui also running and you exit via GUI #19432

Describe the bug
I was running VisIt's gui, and wanted to test a few things with the cli so I Launched the cli.
After I was done and exited VisIt via the gui, the cli remained running.
If I first run the cli, then open the gui and exit from the gui, I am told there is another client running and do I want to exit it, too. Even if I select 'yes', the cli is left running.
This is a change from 3.4.0 behavior.
