add command line option for result_dir to visit-build-open

Is your feature request related to a problem?

I tried using visit-build-open. It hard-codes a path for result_dir, for which I did not have write permissions.

Could we make that an optional command line option?

Use the hard-coded path if the option isn't present on the command line.

We'll want to add that to visit-build-closed as well then, and both visit-install-open and visit-install-closed. Alternatively we could just make sure the hardcoded result directories have permissions set correctly.

Proper permissions are okay if you won't be trampling someone else's results. That may not always be the case since there is standard naming for the result files based on machine.

The shared location for the tarballs was to solve the problem that building in tmp on specific nodes we would could lose the results. We should fix the perms, was this on the RZ?
And we can also make more improvements.
