Label plot does not adjust to zoom out.

Describe the bug

The Label plot does not adjust when you zoom out on a 3D mesh.

• This happens when I pan as well
• When I rotate a little, the Labels do adjust

To Reproduce

Steps to reproduce the behavior. For example:

1. Open a 3D dataset
2. Add a Mesh plot and draw
3. Zoom way in
4. Add a Label plot and draw
5. Zoom out. No extra labels are added to the mesh - just the ones that were in the viewport when the plot was added.

Expected behavior

Labels should appear on the newly visible parts of the plot.

Yes.

This is still an issue with VTK 9 as well.

The Label plot used to have Custom Rendering code which was stripped out with the VTK-8 update because of the changes to the VTK rendering pipeline to utilize shaders.

Perhaps a way could be found to re-introduce the custom rendering logic in a way that will play well with the VTK rendering framework.
