Do you give a title to a memo? If so, with which heading level?

Hi, I was wondering what is everyone doing regarding titles?

Currently, I'm using titles for piece of docs/snippets with h3 level because h1 and h2 are too large.

However, it doesn't really make sense semantically...

What do you guys think?
