Glossaries should not show base language translation when not translated

Describe the bug
When glossary term is not translated, it shows the base language value in the list.

To Reproduce
Steps to reproduce the behavior:

1. Add glossary term and don't translate it
2. Go to translations view and add a key with a base translation containing the glossary term
3. Open edition of non base string
4. See glossaries show the base language value

Expected behavior
It should tell me that this term is not translated yet and give me the way to set it when I have the permissions.
