Add support for VCR

It would be helpful to have a VCR library that record all interactions performed in the tests to replay them faster later on.
https://vcrpy.readthedocs.io/en/latest/ is a Python library similar to https://github.com/dnaeon/go-vcr that we use in other projects
It would be helpful to have a test setup similar to the one we have in the CLI and terraform
