Add `windows-11-arm` to `runs-on`

GitHub has just releases Windows arm64 hosted runners:

Using the windows-11-arm label.

Please could you add it to actionlint?

Even if this is a hosted runner this config reads like to be an very easy way to configure the linter externally without disabling this rule. (In yaml there is no difference between hosted and self-hosted)
