Expose managing Redpanda feature flags through the cluster CR

The operator is the authority for managing all aspects of operating an RP cluster.
We need to expose Redpanda feature flags so users can enable toggle available features (available through the admin API).

A CR field describing enabled features could prove useful for Operators to toggle these features before they are a default in RP
