Replace hardcoded commit SHA with a flexible method in test_install_vcs_git.py

As mentioned in #13492, it might be beneficial to explore a more flexible approach instead of relying on a hardcoded commit SHA in ./tests/functional/test_install_vcs_git.py.
This issue is intended to open a discussion around that possibility.
