Allow configuring an alternative service for location search

Is your feature request related to a problem? Please describe.
Whenever I try to find the location of a place for a picture which is missing location information, I end up with this message:

And this happens always. I never had any success at all using this feature. I assume, Nominatim is limiting the requests, but there is no clear error, why this happened.

Describe the solution you'd like
It would be nice to be able to configure an alternative to Nominatim. I have no problem running my own server for this.

Describe alternatives you've considered
An option to disable the geolocation search, so users don't expect this to work.

Additional context
I use Nextcloud 31.0.7 self-hosted on my own server (no Docker setup) and everything else works fine.

The current issue is caused by using an deprecated URL. Also see #1498 and the PR #1501. When the PR is merged, it should work again, eventhough having a configurable URL for that service would be nice.
