Need to support OpenSSL 3

Unfortunately this project is more or less useless until it supports OpenSSL 3. It is a showstopper not to be able to run any application with Jose in Linux. Probably any OS soon.

We've just hit this same issue with verification of the signature on a JWT that is using RSA (private key signing, public cert verification).
There is a dependency on the Indy OpenSSL wrapper which only supports v1.x, which is out of support for 5+ years.
