Add Camera view to manual drive app

We need:

• Set up the camera on the Bookworm or recent OS
• MQTT control to start/stop camera streaming, and resolution.
• Camera stream produces an HTTP stream of images at the given resolution

Definition of ready

• Add the MQTT launcher to services on the robot #37
• Create the yukon service with motors topics #25

Definition of done

• PR merged with Camera set up in PyInfra
• PR merged with Camera service to produce frames on an HTTP port
• PR merged with MQTT control of the Camera service
• Phone app manual drive enhanced to show camera view above the joystick control
