What's the purpose of unused qi in shift_operator

I don't understand why this function, shift_operator have an argument qi(:) that is unused? Is there some theoretical reason why the arg should be there?

The qi(:) argument would be the quadrupole integrals, since we shift the moment operator up to quadrupoles, we need l-1 lower integrals and therefore the qi(:) is unused. Could probably be removed for clarity.
