Run instrumentation tests with Java module system?

We have had a couple of issues with JPMS, e.g. #4577.

We have a smoke test that uses JPMS, but would be nice if we had coverage with JPMS across the normal instrumentation tests.

If it's significant work, having a pattern that we could enable for specific instrumentations would be helpful, e.g. for `rmi` where we have JPMS-related instrumentation but test.
