Fullscreen the wrong window when it exit macos native minimize

Steps to reproduce:

1. Focus on window A, click minimize on window B
2. Bring B back to foreground by clicking icon in the dock
3. The unminimized window B is focused now, but when pressing the fullscreen key, it fullscreens window A

Note that It occurs only when you focus on window A and use mouse to minimize window B.

Expected result: Full screen the correct window (B)
Actual result: Window A is fullscreen
