Use latest ESLint version #115

Haha, @JoshuaKGoldberg I'm not actually seeing any references to TSLint in the current version of the repo--am I missing something? If not, I think we can close this one (and maybe make a new one to "use the latest version of ESLint on all packages", which I'll work on now to learn Lerna 😉)
