Description
When opening a new Window and minimize that window, try to hover over a navigation item in the left menu. The button will flicker and does not always register clicks.

See also: microsoft/microsoft-ui-xaml#10529 and many other issues. I really need this to be fixed!! As you can see your WinUI gallery app is also affected.
