Clarify doubts about licensing.

Hi!
The "mega-cmd" package is under review for possible inclusion in the official Debian repositories.

However, the copyright team found a problem in one of the files:

In particular sdk/cmake/vcpkg_overlay_ports/pdfium/vcpkg.json seems to be Apache 2,
which if combined with GPL version prior to GPL3 would be a GPL violation. And the
use of the GPL licenses here doesn't suggest that they have the text about choosing
a later version.

I made a repack, leaving out the file for now.

But could you clarify?
