Allow fractionalUnit when zero #1867
Description
I don't believe this behaviour is in the project, if it is please could you let me know how to do this.
Currently
£123.00 -> One Hundred Twenty Three Pounds
Required
£123.00 -> One Hundred Twenty Three Pounds And Zero Pence
