Add Retry Handler

Hi,

i'm using the TrackAndAwait Mode but i still receive rate limit exceptions.
For all these failed requests there seems to be no retry option.
So to not lose any information could you please add a TrackWaitAndRetry Handler?

Are you using your credentials in multiple hosts?

If yes, please be aware that Tweetinvi has some optimisation logic to reduce the number of calls performed to the Rate API.
There are no retries logic at the moment offered because we want to make sure the developers are in control of what the library is doing.

But I will consider adding such a feature in the future.
