Evaluate tweet characters count before publishing

Would be nice to have a method which evaluates the exact size of a tweet in terms of characters count, before trying to publishing it.

Twitter applies multiple rules to evaluate the tweets size on their side, and this can result in tweets not getting published from Tweetinvi.

Tweetinvi used to support this. The problems is that the rules are changing very often and are not always "reliable". For example the list of top level domain name is not accurate and various issues were happening for some domains like .fr or .ca.

Twitter have their official libraries for counting characters: https://github.com/twitter/twitter-text

Though they do not have any C# version.
Their code could be migrated in c# but it requires time that I don't have in regards to all the other features that are necessary.

If you do happen to have time to migrate it, I will be more than happy for you to open a Pull Request and more than happy to put back this feature in Tweetinvi.
