The terraform was partially fixed in b9e251a (the problem was a mismatch between ssh user used by ansible and defined in the terraform resources) but now it breaks on cert generation.

I hope #12180 will fix that, but it's kinda dependant on #12227 (because custom filters plugins are a pain to support collection + non-collection usage)
