  1. bring up CAPZ's management cluster with minimal overhead. The documentation should be as copy paste-able as possible.
  2. The documentation should delineate clear steps on the make targets to use to bring up their first cluster.
  3. The documentation should delineate steps on adding their own templates to experiment with CAPZ.
