Provision with Azure Linux by default #4828

Describe the solution you'd like

CAPZ should use Azure Linux (aka Mariner) nodes by default, instead of Ubuntu 22.04.

Azure Linux is faster to provision and is effectively required for Microsoft first-party services and highly encouraged for other uses in Azure. From CAPZ's point of view, it shouldn't matter what the distro on each node is.

Switching to Azure Linux can improve provision times slightly, as well as align the project better with AKS and other teams' goals.

Anything else you would like to add:

The policy on publishing reference images has already caught up: we plan to publish Mariner 2 images alongside Ubuntu going forward, and did so for the last set of patch releases. Mariner is already tested with every PR in image-builder.
