[proposal] Enhance Device Share Scoring

Enhance Device Share Scoring

**Why is this needed**:

The current DeviceShare score is not very meaningful. It needs to support scoring based on the card's Binpack granularity, Parititon's Binpack, or PCIE topology's Binpack.
