How to make floating windows always on top?

Using skhd, I have a hotkey to toggle the floating state of a window. However, since I have configured yabai that focus follows the mouse, it's easy to get these floating windows lost behind non-floating ones.
How do I configure yabai so that floating windows are always on top of non-floating ones?

Some windows appear to be floating by default, such as various modals or the "About this Mac" window. Ideally, I'd want these to be always above non-floating windows as well.
