Configure settings event

Currently settings are inconsistently handled. Should they be the responsibility of the settings app in the phone, or in the affected resource?

For example, if I enable/disable radar areas, should I be:

• Listening for that change in the UCDsafeZones resource
• Exposing functionality to manage the state change myself from UCDsafeZones and toggling in UCDsettings

I vote the latter. Just need to clean it up.
