Move VSGVR_DECLSPEC to header

VSGVR_DECLSPEC is fine, but done in CMake project directly - Anything that includes vsgvr without the CMake project would need to re-define this itself.

See equivalent in vsg - Uses the usual xxxapi.h header approach.
