Missing package ipa-server-encrypted-dns

Hello,

I tried setting up with the option `--dns-over-tls`, but I get:

```
ipa-server-install: error: To enable DNS over TLS, package ipa-server-encrypted-dns must be installed.
The ipa-server-install command failed.
```
This is from `docker.io/freeipa/freeipa-server:almalinux-10`.
