refactor communicating changes to lsp when build tags change

Consider using workspace/didChangeConfiguration instead of workspace/didChangeWorkspace.

With https://go-review.googlesource.com/c/tools/+/206148 gopls' configuration can be changed on the fly without changing all the workspace directories.
