Model validation prior to upload #107

Is your feature request related to a problem? Please describe.
We want to validate a model prior to uploading / saving to catalog
It should check that:
- it is a valid zip/checkpoint file that can be opened by existing utils
- has all requisite metadata
- the pypi requirements it specifies exists for all platforms
We may want to split on two subissues: one for global, one for nested models
