"No connection" page does not allow swipe-to-refresh #3769

Steps to reproduce

  1. Open any page (e.g. example.com)
  2. Deactivate your internet connection (e.g. by triggering Airplane mode, and optionally disabling Wifi which Airplane mode sometimes keeps on)
  3. Swipe from the top to the bottom (=the refresh gesture)
  4. The "internet connection inactive" screen is shown (btw I totally love the Sasquatch illustration!!)
  5. Restore your connection
  6. Try swiping to refresh again

Expected behavior

Swipe to refresh should work in step 6. Instead, it doesn't, and the refresh button must be clicked. This feels inconsistent as in step 3, the same gesture possibly lead to the splash screen.

There might be other options to consider - adding a dedicated "Try again" button, if it's not desirable to swipe the splash screen. Or maybe even detect automatically that connection is available again and refresh automatically (I'm not sure if that's feasible).
