Add Support for Azure Linux 3 Based Images

Overview of feature request

Add an option to use Azure Linux 3 as base image for all images generated in Drasi build.

Dapr has enabled a similar feature with dapr init --image-variant mariner

List of base images used and their AZL3 equivalent:
(List is incomplete as of now)

• rust:1.84-bullseye -> mcr.microsoft.com/azurelinux/base/rust:1.85

Acceptance criteria

1. All Images are available with an Azure Linux 3 Base Image
2. AZL3 images are built in CI along with every test
3. No regression in performance or features
