[Feature Request] Translations for cities and states

It would be useful to add translations for cities and states, following the same approach as for the country level.

I originally brought up the issue here, but feel it is suitable for an actual feature request.

My current use case is needing to display the provinces correctly in Canada, in both French and English, in addition to other places.

Examples:

• "British Columbia" is "La Colombie-Britannique", in French
• "Brussels" is "Bruxelles" in French and "Brussel" in Flemish
• "London", in the UK, is also known as "Londre" in French

Impacts:

• Require an extra column in the master SQL DB
• Require updating the online tool
• Would also need to ensure mappings are added in the other data files

For me, it would be enough to have the local names of the cities. Roma Paris, Москва́ is correct.It's wrong to only have the names in English
