2022-03 snapshot contains invalid IRIs with unescaped double quotes

The 2022-03 snapshot of dbpedia contains iris with unescaped double quotes such as http://dbpedia.org/resource/"populate_or_perish"
(see here).

The definition of IRIREF explicitly forbids this in the turtle production grammar.
