hide scrollbars on Windows

We must hide scrollbars on Windows. The scrollbars should mimic Mac's behaviour: they should only appear during scroll.

We tried using this package before to solve that: https://github.com/briefercloud/briefer/blob/26d3c432bedceeed105b842ae13881be947a69cb/apps/web/src/components/ScrollBar.tsx

If you make it work on Windows I can test it on Mac to make sure the scrollbars there are still fine.
