Add a button to toggle SSL connections instead of just using default options

We should have a toggle to activate and deactivate SSL connections at least to Postgres and MySQL.

This is related to a problem a user had connecting to their PlanetScaleDB on the support channel on Slack.

Please reuse the "toggle" component and put in a nice-looking place.

Hello, I am working on it now. I will create a pull request within a few hours. Before that, correct me if I am wrong, I added a toggle to components/forms/mysql and also components/forms/postgresql by wrapping the SSL cert file input in a condition based on the toggle value. Is this right or do I need to add anything else?
