CI's generally failing on the frontend workflow for both Mac and Linux, using latest rolling bazel: https://buildkite.com/bazel/bazel-bazel-examples/builds?branch=main

Repro:

$ cd frontend
$ USE_BAZEL_VERSION=rolling bazelisk build //...

Upgrading aspect_bazel_lib to the latest module version fixes the error but produces another:

Error in rule: rule() got unexpected keyword argument 'incompatible_use_toolchain_transition'
ERROR: error loading package '@@aspect_rules_swc+//swc': initialization of module 'swc/private/resolved_toolchain.bzl' failed

Upgrading aspect_rules_swc doesn't fix that error because its latest code still uses incompatible_use_toolchain_transition: https://github.com/aspect-build/rules_swc/blob/400100e2857ce087576f63ee097ade89da38ca74/swc/private/resolved_toolchain.bzl#L25

which bazel doesn't recognize as of bazelbuild/bazel@f53608a.
